How do I unblock someone?

I have gotten numerous answers to this question, but none have really helped, "Relog, exit the launcher when you do this aswell" wrong answer, this certain person that I blocked has been blocked for almost a month now maybe I can't unblock him because of all the patches? I don't know, "Whisper the person and click on block again this is only if YOU blocked the person", wrong answer aswell, I've tried this several times but it is not an accurate solution, ounce I blocked someone and somebody told me to look in the Fiesta file on my computer and find a mini file that holds the name "blist" and delete it, was that a good thing to do? because when I tried it, it worked! someone please tell me how to unblock this person before it is to late to repair this fracture friendship.

Never, delete any Fiesta Files. This is considered Modifying and you're account can be terminated for it.
