Fiesta_help is only for in-game issues, such as questions to the GMs, Event problems, bugs, reporting harassment, etc.

Contacting the CSR's via a ticket:http://support.outspark.com/index.php?_m=tickets&_a=submit or an email to support@outspark.com is what he should do if he wants to get this looked at. The CSR's deal with account issues, scams, billing/payment issues, etc.
