You can find the Grade 2 and 3 Miles and Eyes in the Enhancement section of the Fiesta Store.

Grade 1 is in the Bargin bin.

There is no official ETA for the Sparkcash cards, but they did say "In a few weeks", so like Yosei said, hopefully and possibly in September. Just wait for an official announcement about it.

There are Target stores in other countries as well.

But the cards are only being released in North American Targets.

There are many Target stores in Australia as well. I have been to one on the Gold Coast, However, there aren't any in New Zealand so if you make a trip to OZ, stock up.
