Bug? Or does the game hate me?

For some reason when I click on the button to see the KQs the window doesnt pop up. I have even also tried talking to the Guard at Elderine and the Old guy at Rouemen to do KQs but still the window doesnt show up.

Any help? Because I cant even do KQs now :(
