Cant use Skill Empower

when iam in the skill empower window i should be able to left click a skill then drag it to the black square bud i cant when i left click a skill nothing happens right click wond work either the window doesn't respont only thing i can click in the window is complete and cancel... rest wond work plz help...

iam lvl 14 i bought all skill lvl 2 mine skill and ride skill all that kind of skills bud the skill in skill empower window nothing used cause i cant still have 6 skill points left i wanted to buy skill 1 to increase my damage and the last skill to decrease cool down time of spells.. bud i cant
