Its a cash-shop item that can only be purchased with spark cash on the website.

you can buy them individually in the cash shop or in a valentines day back also from cash shop, as wildcard said they were in game rewards for a holiday quest a while ago,I believe for Valentines day since waster was the bunny tail.

On top of the forum menu there is a menu bar with links such as "News" "Game Guides" "Store" ect. Visit the store option. Or if you really need a link try http://store.outspark.com/fiesta

Also you can get a basic one from being an apprentice when your reach lvl 30 or it may be 40.
