They are called "Flotation Stones" you buy them from the same NPC you got the horse from.
To use them, summon the horse and then right click the stones to add points to the horse.

Hey i just saw this game off a site i found on google. I was looking for good free mmorpg. I hope this is a good on. I have to wait till the moring till i can download it thanks to my crazy internet "off peak" dowloading time. Oh well hopefully ill be playing soon. I think i might be a ranger :rolleyes:.
