Hey all, a question on SPR

Ok ok i read many guides and im lvl 18 now wiv +16 on spr and was curious if it was when i lvl 25 or when i place +25, in the brackets, till the rate drops from 0.2 --> 0.1

its when it says (+25) in brackets, not at level 25. even tho it drops in crit rates, imo spr is still worth putting points into.
