I'm getting a weird error instead of the launcher

Well, I pulled up the fiesta launcher earlier, and figured that I'd finally be able to play again because it said the servers were back up. So I had the launcher up for a few minutes while I did a few other things beforehand, and suddenly it disappeared. I clicked on the fiesta icon on my desktop to bring it up again, and I got this:

What does it mean? Does anyone know how I can fix it?

You need to install .net Framework 2.0.
