how do i use skill points?

how do i use skill point?? i got lyke 6 of em and i cant put on any skills i hav.. help plz

In you skills window (K key), click active skills and the Skill Empower button at the bottom.
Then pickup a skill, drop it in the top slot. choose you empower options, once you're satisfied, click the Complete button. You can preview what you choosen skill will be before completing the empowerment.

are u able to upgrade ure passive skills somehow? i tried and it didnt let me so i was wondering if there was another way. thx

I haven't seen a passive you can empower yet. From what can surmise of how it works, the 4 things you can empower: damage, SP cost, duration, and cooldown; are all things that affect active skills, not passive. There is no damage, SP cost, duration or cooldown for passive, so there's nothing to empower.
