They are now if you already have one that was in the CB but no more resets xD

Characters made in betas are normally not permanent. But I'm pretty sure outspark isnt resetting the characters after beta. You should try contacting them to confirm this.

so what your saying is that our chars are going to be deleted cuz i worked my but off for the past two days training my char i dont wanna restart. T.T. i just joined 2 days ago lol im a newb.so will my lvl 11 fighter get deleted

Read closely

At the end of closed beta ALL characters were deleted or reset to 1st level. That will be the ONLY deletion of characters Outspark will do.

Read the last paragraph of this post.

Notice the line that says "The database will not be reset again."

That means there will NOT be another deletion/reset of characters.

But, If you ever do another Beta for another game then fully expect to lose that character at the end of beta. It is Standard Procedure.
