i have a problem in billing.... i was ban because of the extra sc they gave me....
and they want it to pay using charge back.... i dont know how to use that process... is there other way to pay my bill in outspark because even in outspark website im ban... so how can i pay them... and if i use pay pal can i just put the email of outspark there do you think outspark will recive it..??? if anyone can help me pay using pay pal please reply...

You need to send an Email to Support@Outspark.com regarding your billing issues.
Or submit a ticket:http://support.outspark.com/index.php?_m=tickets&_a=submit

More than likely you were banned due to a charge back, I don't think that's a payment method.

But anyways, contact the CSRs by one of the two methods above and await their response.
