ok i was checking out the fiestawiki and it says theres a magic burst for lvl 20. where do i get this cause i looked in both towns and talked to everyone like 10x. either i am blind as hell or im looking in the wrong place? srry for this noobish question but if its there i want it.

Buy it from Item Merchant Nina for some fame, or do the level 20 quest for it.

to elaborate on the quest... just go talk to the mage skill master (same person u got the job change quest from) and follow the ''chain'' of quests that follow
