Does anybody know why I cant get it to work? I press it and it says I need more skill experience.

Also, where do you get a scroll production recipes?

all production skills are bought from ruby in Roumen, or from your skill master in Elderine (lv20+).
as far as accuracy increase, do you mean you cant learn the skill? ill help you but you have to explain, your being pretty vague...

the point here is :
The names of the scrolls are different at the NPC.
U Gotta buy the scroll with the same color from the NPC, the name is different, but once u bought it, and learned it, u will see its working.

I think the problem is that you cannot buy Accuracy cuz you havent got enough exp points. You need to buy another scroll which doesnt need exp points to get bought and keep making that scroll until you get enough exp points to buy another one.

No! Ok acuracy increase scrolls are apart of the scroll production skill! Press k go to alchemy then click production skills. Pick 2 but remember they arent reverseble. If you did do that then you need to make more of the lower class items. To gain enough skill exp.
