uninstalling doesn't work! help!

first of all I am uninstalling fiesta because it doesnt work on mine i dont know why but it doesnt. now when i uninstall it it says "The windows installer service could not be accessed. this can occur if the windows installer is not correctly installed. contact your support personnel for assistance." help i dont know what happens! and all i see in my fiesta screen is the people are all white, the places are in negative color. i cant really explain.

also when i use the fiesta unninstaller in its folder it says "aborting patch. could not find apps.conf file at: C:\ProgramData\ApplicationData\Outspark"
