he most probably meant lv38 fighter pants +9ed.
38/2 =19.
hence its max end for that lv.

Ya, that's why I was asking, as it's rather difficult (almost impossible) to find maxed END stats gears for sale. A pity it's only single statted, since pants can be triple statted.

cherrybomb made the selling thread for needa earlier... it was always needa's shield cherry was just helping her out.
this is the same shield, not two shields with same stats
