Incorrect "side-by-side configuration"?

I don't know exactly what kind of problem this would be labeled as, but whenever I click the "outspark launcher" I get an error message that says "The application has failed to start because its side-by-side configuration is incorrect. Please see the application event log for more detail."

So, how do I get to the application event log? A search for it brings up nothing. Anyone know how to fix the side-by-side configuration?
