Ah, my installer fails, too. Is that what you mean? That you try to install the game, and you get an error message?

Uhhm. Try downloading it from a different mirror? You create a character in the game itself.

Do you use a firewall? if so turn it off or let it allow outspark. They block the game from launching.
Do you have the latest version of DirectX 9.0c?
Vid card drivers up to date?
Meet minimum requirements?
Using a firewall or answering NO to any of the other 3 questions can cause the game to NOT launch.

Don't forget to download the latest windows installer. or w/e the error says?
