At lvl 8 no skill point! is it normal?

Hi, I am a Archer and I just am lvl 8 now, but I have receive a skill point when I just become lvl8 archer.

Is that normal?

Yes that's perfectly normal. You only get skill points on odd numbered levels starting with level 3.
