at sand beach on the top of the hill were all the gobs are there are 2 chests that are out of reach.

The GM's have already addressed this issue. The chests spawn at random coordinates.
And IMO, well. adding the coding to the game just to search each map and input the locations it can spawn in would take forever and lead to thousands of lines of useless code.
Granted they can simplify it by making the chests only appear in certain locations each time... but could you imagine the camping people would do then?
The chests are nice if you can find one, but well..they aren't an integral part of game play.. just an extra.
