Cannot charge up sparkcash please help =.=

i`ve tried to charge up my sparkcash in 3 days and it still shows me the same erro 220. The erro says "we cannot purchase your payment at this time". Can anyone or any outspark staff help me for this please?

Guys, what I did is:
1.Send ticket to Billing/Payment Department regarding your problem here (http://support.outspark.com/index.php?_m=tickets&_a=submit).Describe everything about the problem.
2.Be patient and wait for the reply from the CSR.
3.Reply back to them for further assisstance.
