You mean how to learn new spells? If so, you need to get the skill book (Lv 1 Magic Thunder for lv 21 for example).
You can buy Lv 1 Apprentice books at the Skill Book Merchant in Essene. Lv2+, Mage and Wizard books need to be dropped by a monster or bought from other players.

You can get to Essene by talking to the Transporter.

This is my last attempt at guessing what you mean.

If you can't use your spells (magic), you need to learn them via skill books, then click on a monster and use the skill (which is the magic).
To use a skill you either open the skill window and double-click a skill or put your skills on the hotkey bar and press the key you put the skill on.

And remember to have your staff equipped or you'll get Denied to use skill.

to use magic, you have to become an apprentice. once you become an apprentice, your first skill books will be given to you. click on them and you will learn the skills.

Then you open up the skill window on on the panel assumably at the bottom right window of your game screen and then drag each skill on to your hotkey bar. To open the hotkey bar press F12. o.0 I think typing "/hotkey" works as well...

Make sure your MP isn't Below the required amount of MP needed to use a skill. o.0

n if it is, go alt + D in-game, n there will be a checkable box saying skill animation
if the box is blank, then u cant see ur magic, if it is checked then u can see ur magic ^^

Utterly confused...
Okay...I'm going to tell you the basiccss.

First...ARE YOU AN APPRENTICE!!!!?!? O_O
That's the first thing I want to know xDD.
Second...is your Staff equipped? Also, you must press the skill books in your inventory to use them.
Alt + E and click the pretty red skill books labeled "Magic Ice" & "Mind Buster"
Seconddd....you can only test them on monsters.
[And PvP but I suggest don't do it till at a higher lvl o_o;;;]
You click on a monster outside of town [safest place at your new lvl, West or East of Essene.] ONCEEE, not twice or you will wack it and die D:
Then, use your hotkeys [F12] or open the Skill Window ALT+S and double click the skill.
You should use Magic Ice first before Mind Buster so you don't get hurt.
Keep on doing this and yea..you'll get Magic Thunder :D

Tips:

To put skills in your hotkeys, press the F12 button on your keyboard. Then, hold down Alt and then S to open up your Skill Window. Simply dragged them to the desired place where you want it to be at. Then, all you need to do is hit the F1, F2, F3, etc button to cast the skills so you don't have to keep opening the Skill Window & double clicking it.

Also, STAY AWAY FROM THE MONSTERS!!! You cast magic now! You don't have a sword or shield! You have to rely on your magic! Stay at least 5 steps away from the monster and cast your magic!

Lastly, when you lvl, open up Alt + W, keep on clicking INT until it disappears. Of course you need to put some on POW for using a new staff [Which I believe is every 8 lvls at around a low level]. All of this will regard on this thread:
