How do I attack?

I'm a mage and I seem to have a spell named magic something. It's under the three, common sense would tell me to press f3 to make it work, well nothing happens. How would I use this spell? I tried pressing 3 also and it didn't work.

Target a mob and hit either 3( or whatever corresponding number to the hotbar is) or right click the skill.
