When do Neos become Scout?

It is lvl 45 right? But how come in that Scouts level up list, it starts at lvl 38? I mean even if your still a neophyte you can equip bows?

No. Their equipment starts early but they aren't able to be used until they're officially a Scout (There's a class requirement on them). I think it's that way so they don't stick all this equipment on you on one level which you pretty much do anyway.

Neos are able too class change at 45 to Scout. However you are still able to class change to Scout after 45 unless you decide to class change Rogue.

It's entirely based on opinion when you want to class change or not at 45. If you're absolutely not sure you want to change to Scout, I suggest keep going until so. This means you have absolutely no regrets class changing to Scout.

Like I said, it's absolutely based on opinion and personal thoughts.
If you feel you're ready, go for it.
