Okay, so the Kingdom quest has open spots, why the heck can't I join if there are spots available? I've been waiting for ages, and all it says is "Cannot find Kingdom Quest." WTCrap.

im having the exact same problem, theres room for me, and its recruit time, but always sais cannot find kingdom quest =(

When recruit starts, MAKE SURE the status says RECRUIT before you click. Otherwise you'll get that message.
Heres the deal: Take a timer and time. For example, gold hill KQ starts at 12:02.
When the time reaches 11:59, take your stop watch and prepare to hit start once the clock hits 12:00.
After so, when your stop watch hits 1:00, logout to character selection page, login again on 1:25. Stay away from crowded areas and prepare to hit participate once your stop watch hits 2:00, which means 12:02, when the KQ starts. And again, MAKE SURE the status says RECRUIT before you click participate. Fast eyes, fast reaction and fast fingers is all you need to join a KQ early.
