First time I ever did this so here I go.
Magic missle-This one is your basic and first one. It has a slightly above average damage.
Empower- Cool down(5), Damage(optional)
Ice bolt- If your a mage who wants to kill a monster before it gets to you then empower cool timeing is essential.
Empower-Cool time(5), only if your a mage who doesent want to get hit before the monster comes, Duration(5 Optional) for longer amount of slowing down.
Fire bolt-Very high damage, essentail for taking the monster out fast.
Empowerment-cool time(5), Damage(optional)
Lightning bolt- Its just there for extra damage, I would not recomend empowering it for anything. Unless you want extra damage then empower cool time.
Empower-cool time(optional)
Magic burst-First aoe ever, If you like to aoe in the abys or partying with a cleric its good to keep aggro, it only has a 5 second cool time so empowering cool time is optional.
Empower-Cool time optional
Magic blast-Is a good and fast cool timing spell, recomended for lowering cool time even more to do somore damage faster.
Empowerment-Cool time(optional)
Ice blast and Fire ball- Ice blast has effect to slow down the enemy so it works very well to keep them at bay and fire ball will fiish them off.
Empowerment-Cool down(5) each, Duration(5 optional) for longer slowing time.
Lightning blast-Extra damage not much at all
Empower-none
Nova and Inferno- These are your star players, the best of the aoe, great for grinding. Nova and inferno casted at the same time will create 8 attacks in 12 seconds, making it essential for cool time.
Empower-Nova cool time(5), Inferno cool down(5 optional)
Life tap-Suicide, dont empower it.

Dispel-Use ful but not needed for empowerment.
Empower-none
Mana burn-Great as a tactic for pvp, but dont empower not needed

Purge-Good for tactical use but not recomened for empowerment.

Drain mind(fear)-Very good for any use but do not empower, it is not worth it.

Chain casting- It makes you ignore cool time for the same skill used, good tactical use, even for grinding. But its another long cool down so it is not recomended to empower

Stifle-Delay with this spell but dont empower it, it may be useful in its effect but the long cool down wont help even with empowerment.
Spell steal- Not used as often, usualy in the abys or pvp but do not empower

It is not neccasary to empower sp decrease, you burn hp pots faster than sp so yea..
