the guild master to our guild doesnt log on anymore therefore we cant control the guild is there a way for us to make someone in guild the master even though he isnt logged on

Admins can kick off Master from guild but there is no way to appointed new Master.
I think you can send ticket to support@outspark and ask if GMs can appointed new Master.
