Screen jumps

At various locations such as multiple beaches and the forest the screen will have me at one place then all of a sudden I'm a couple steps in a different direction.Along with this screen jumping issue it will also prevent me from moving occasionally if I push any of the directions to move in a different direction, sometimes forces me to click on a new location to move my character. This moving issue also especially happens in the city between buildings. Also I will cast a spell when stopped and it won't hit until I move again giving enemies opportunities to attack me even though they should be dead.
