Why exactly cant i send Permanent Cat Ears as a gift? it lets you send the wedding costume, but not the cat ears... any explaination? :/

yeah, i was gonna send it to my Girlfriend as a present, but... now it looks like ill just have to save up 5 more bucks and getting her a wedding dress instead ._.
