According to the Outspark staff you can pay a player ingame money and have them purchase the SparkCash wedding application for you (the gifting system).

Just don't shout it, the requests have to be done privately, and are done at your own risk.

That is why I bought my wedding application from a friend who I know from forever and a half ago.
