SP comsumption, but i wouldnt reccommend using emp for that, use it for concussive charge cooldown, and also for SP consumption of soncussive charge and snearing kick. Save up your points for AOE skills though.

omg... no point adding in stun man... its so useless

Think about it, i use stun all the time, and so half the time im fighting, they cant hurt me. If you reduce cooldown, and increase effect time, it takes 15 seconds to recharge, and lasts for 8 seconds. That means that you can stun someone and hes unstunned for 7 seconds per concussive charge. Im a tank, so getting damage is my thing, and reducing the damage i get is even better.

I empowered Power hit 5 to damage 5 to sp reduce... i had to say its awesome...
