Not really if your full or almost full (all str & 25spr) str.

the lvl difference and gear might be the reason...can't really think of anything else beside that lol well and your build too ._.

that str makes it all, ful str fighters in the 8x can punch me for 100+ >/
and teh axe taht they got hit me like 500 with skills >.>
and ah well i think it's pretty glitched my +0 lvl 60 staff hits like 100-200 less than my +9 lvl 85 o.o

it's possibly just about that persons armor and such.. yea

thats normal i can prove it, my full str fighter punches other level 80's for roughly 90 damage.

lol my 75 archer hit an 85 cleric with +9 shild at 6x dmg each hit crits were 8x dmg

lol it's not a bug. it's simple =) free strength points in build are not affected by the opponent's defense. only thing that can stop free strength points are free end points. with that said, the dmg is quite normal for a dd's punch =)
