I haven't downloaded Fiesta yet. Before I make the decision to do so, I need to know a few things about character customization before making the commitment.
-Is hairstyle changing available?
-Character heights... are they all the same?
-Are there any other options? Such as physical build, skin color, etc.
-Clothing style is very important to me. Is there at least a variety of armor styles/colors?
-How about powerful armor? Will I look like everyone else at the highest level?

You can choose from a few/limited basic hairstyles and hair colors to start with and your character name. After creating the character, you'll have the option of buying a Cash Shop item called a Beauty Coupon and talk to Vietree where you will then be able to change the face, and have a lot more options of hair color and style. However, skin color, physical build, height is all defaulted based on your class.
As for armor asides from getting blue weapons and shields, look the same.

So let me get a better understanding here. Armor don't change appearance when you equip something new? Or is there just a limited selection?

Sorry, I meant, for example if you equip a lvl 20 fighter shirt, regardless if it is a Green drop with stats, or a White NPC shirt that you bought, when you wear it, it will look exactly the same.
So if you're wearing the lvl 20 fighter set and you stand next to someone else wearing the lvl 20 fighter set, your gear is the same. But there are different sets of armor depending on class and level.
Long story short, large selection in terms of stats on gear, but very limited in appearance.

So gear changes appearances for different level tiers? That seems pretty reasonable.
One more question though... what is the frequency of new armor appearances?

Its very simplistic, everyone is same height, specific classes get automaticaly specific faces, hair styles are all the same with 3 choices and 3 choices of hair colour aswell.

not everyone is the same height, archers are known to be the shortest. it's defaulted by class

Each class receives new boots at x4 (14, 24, 34, etc.), a new helm (not visible) at x6 (16, 26, 36, etc.), new pants at x8 (18, 28, 38, etc.), and a new shirt at x0 (20, 30, 40, etc.). The armor is designed to have a cohesive appearance when you hit the next stage of leveling, i.e. the 14 boots, 16 helm, and 18 pants match with the 20 top.
Some classes are resigned to quite unattractive armor *cough*clerics*cough* for the majority of their Fiesta life. To counteract this, there are several outfits available for purchase in the Fiesta store. While the majority of the outfits are temporary, some are available permanently. indeed, after lvl 30 cleric/paladin armor is pretty atrocious except for the lvl 80 set being a gundam was quite enjoyable, however the other 50 levels of covering my gear with CS dresses has indeed taken a sizable chunk out of my wallet...
