I checked the known issues and see that the guild storage problem has been resolved, but I can't access it anyway. This happened a while back and then it worked fine, but I'm having the same problem again. My guild storage is not even close to full and I can't access it in any town even with my guild master. Btw, this is my Teva characters.. haven't tried the characters on the other servers.
Is anyone else having this problem again?

Yes. It's terrible. I have most of my most crucial items in guild storage and I can't get to them.
I own a few guilds and this problem has been lasting weeks and weeks. I sent an email to support@outspark.com and received the following response:
OK, I have found out what this error means. Apparently, there is a zone server
limit that only allows up to 300 guild storage spaces to be open at once. If you
are getting this message, it means that too many people trying to access the
guild storage. There are three zones available; they are Roumen, Elderine, and
Uruga. If you are having trouble opening the storage in one zone, try a
different area or wait for a time when less people are on. I will see if they
can up the limits to help with this issue. I hope this helps.

Thank you for your response. I wish this was the case but it is not. I own 4 guilds and the problem only occurs for specific guilds and is persistent to those specific guilds.
I cycled through each character and tried to access guild storage for each of them. All four characters have separate guilds. Three are masters, one is an admin of the guild it is a part of. I did this 3 times for each character, alternating between characters (so I logged in and out 12 times total). Two out of four gave the "Guild Storage Buffer is full" error 100% of the time when attempting to access guild storage (3 out of 3 tries). The other two function just fine 100% of the time (3 out of 3 tries - One was viewed by an admin, the other by a master) I did this just now at 5am (in Florida), which is non-peak time. I then performed the same test on a different computer (my laptop), with the same guilds giving the same result 100% of the time. I have also tested this several times before during both peak and non-peak times with the same exact 100% result. My main guild also never has had this error, not during peak times or non-peak times.
This indicates that the problem is server-side, not client-side. It also indicates that it is not due to the server's guild storage buffer actually being full (since the problem is guild specific). Increasing the server's guild storage buffer will not fix the problem.
While unable to view guild storage, the "Item Reward Window" correctly displays what reward items are in stock, but also gives the "Guild Storage Buffer is full" error. It does not matter how I try to access guild storage, whether directly from the "Guild > Guild Storage", "Guil > Academy > Reward Setting > View Guild Storage," or "Guild > Academy > Item Reward Setting > View Guild Storage."
I noticed for the broken guild storage, it shows the wrong gold amount when I view the Academy Rewards or Academy Item Rewards. It shows the gold amount of the last guild storage that I was able to successfully view, which is rather bizarre. The with the client retains the last value set to display in guild storage. When the game is restarted, the figure given is 0,0,0,0. There is some sort of problem when the server tries to pull up the gold amount that is currently in specific guild storages.
Contrary to the "known bugs" forum, this bug is not resolved, has been persistent, and will continue to persist until it is fixed.
