Can't get it until level 20 and do your job class quest.
After that it's at the smith in Elderine

You can get better armor in the same class (the green named armor) from drops.
Just kill the same mobs for hours, and (sometimes) one will drop an armour like solar eclipse something, they have the same defense rating as normal ones but they have stat bonuses like +STR, + END etc.
After you lvld up, you can change to better armor and sell the green named item for cash.
Other way to make better armor in the same class is by enchanting it.

whats wierd is i've seen green that had the EXACT same stats as normal stuff with no bonuses. That's wierd to me.
I've also noticed that some green weapons have a higher base damage then the storebought ones. Because of this i've been looking around everywhere to find a 1h sword with higher stats than normal. No luck! :/ My axe has much higher base damage than a storebought.

My curent pants are like that. Green but no stat bonus. /shrug
The drop system is really weird. There doesn't seem to bea suffix/prefix system like other games. Instead its just a named item, green text and it has random stats. Kind of annoying to get a green fighter helm that has +int ><
