says i need to be lvl 15 to gift and im pretty sure the numbers 15 next to my chars face means 15 what is with this?

Your safest bet is to be over the level 20 mark for absolutely everything.

I think it is all character need over 15.

all my character are way above lvl 15.. O.o, 72, 59, 44, 37, ....
and it still said i need to be lvl 15 to send gift O.o
