Skill Master Ruby in Roumen. Look at the green vial type icon in the upper right of that box.

ya hit Aclemy the last icon after attacks and passive, then look for Scroll things, the names dont really match but just look for the ones with skill lvl 0 not the red ones and there like 4 pages
