Of course, their is a possibility that they dont do a character wipe considering Ro never did...but thats RO.

yay spam ^^, anyways in most games (99%) a whipe is done after the closed beta.
The main reason behind this is that every (wo)man should have the same chances as others did (its unfair if someone starts with 50-60 lvls behind simply because they didn't get an invite).
On top of that, closed beta is usually filled with bugs and axploits, one task of a closed beta tester is to seek and report these things (in order to speed up this process, extra xp and GM help is often given). As a result, you get the open beta in which less exploits can be used (yay:)). However this means that everyone in closed beta had an unfair advantage and have (possibly) created overpowered or unbalanced characters.
The reason why an open beta ussually doesn't have a whipe is merely financial. Think on how much players (and thus money) a company would lose if they would whipe at that point. As well as some lawsuits because of the purchrased items through item malls.
