Vitality learning scroll tier 2?

Does anyone know where I can find the tier 2 vitality learning scroll? The vendor who sells the scrolls only has tier 1 and the fame item merchant in Eld only has tier 3. Any help would be great :)

i think there is a post just like this here or gameplay anyways ive read only 1 person has one even has a screen shot, i THink it might be a Drop, not sure
