Can't use Weapons armor

Ok, I just got to Lvl 20 and decided to upgrade my weapons and armor went to buy them but they have red letters.
I have Clever fighter skill and the weapon says "clever fighter or higher". What should I do to use them?

Well, in order to wear the level 20 armor and weapon, you have to first pass your level up quest, which begins in elderine. Have you taken the test first? If not, you have to do that. Then once you pass, you can put the gear on.

BUT that does not mean you are exactly a Clever Fighter. In order to wield and equip Clever Fighter weapons and equips, you must first do your job-change quest which is available through Shutian in Elderine. He will send you to a couple of errands. When you are done, there will be a server-wide announcement about you becoming an official Clever Fighter.

Actually it starts in Elderine at Warrior master Marty, not Shutian. Just thought I'd point that out. ;)
