NO skill points, bug ? or normal ?

Hey,
Im new to the game but i thought i read about gaining one skill point a level.
I leveled from lvl 7 to 10 because of kingdom quest (1k exp or something)
and now in total from 1 to 10 i got only 4 skill empower points. Is there something wrong? I would like to know?

You get a skill point per odd level. 3, 5, 7, 9,11,13,15,17,19,21,23,25,27,29,31,33,35,37,39,41, 43 etc etc.
