help with skills?

Hey every one i was just woundering after buying a sp production spell it wont let me learn it, it is completely white skill lvl 0 no requirements that i see that i dont meet, and it wont let me learn the skill im confused maby do i need ingrediants and use the scroll to make it? or is there somthing i have to do to learn it as a skill? thanks so much ill get back on in a while to reply back to any one and answer your questions if you dont under stand the way i put this thank you

Hit K in game --> Alchemy tab (3rd one over) --> Skill Production --> Drag the 2 skills you want to 2 open slots up top --> Hit Ok or complete or accept, whatever it says --> Hit ok on little confirmation window pop up --> Go to skill lady, buy what you want --> learn it --> Kill mobs for loot dropped ingredient (or buy, but that gets expensive fast) --> Open your skills and create away....
