so how and what do i need to say and what is the punish for him ?

Firstly, you're blacklisting which is against ToS a.k.a. "The rules". Blacklisting is when you say their personal information on the forums. Secondly go to this site for help. Here (http://outspark.custhelp.com/app/answers/list)

That's the new help site. So after you read this, edit your post and take out the scammer's name so you won't get in trouble and check out the site for help.
