Mining How To Raise Skill?

I know for composition and smelting you can train to raise the skill every so many levels at the npc you oringally get it from. But for gathering a nd mining that you get from grandalf when can you r aise those past lvl 1? im level 20 at moment. I see most nodes to mine or gather herbs ive seen go from lvl 1 t hen next lvl is 26.

So do I assume at 26 we get to raise the skill or just need to be class level 26?

Ya you only need to be 26 to use the lvl 26 tools, you'll never need to upgrade those skills.
