My friend can't login to play this game so I was wondering if its restricted to USA and Canada.

Yep it is, there's an EU block now, existing EU players could luckily stay, but new EU members are not allowed anymore.

I'm not sure if it is all European countries or only a select few. After the european IP block I made an alternate account with fiesta and I was able to. If I recall Germany is definitely one of the countried whose IP is now blocked and if I recall there are two others for sure. But again, I am not completely certain.

Edit: tried to find the post of the European Ip block but I couldn't find it to tell you which countries. Sorry. if I find it I will post it here.

Only regions with their own local versions of Fiesta are blocked.

I believe only Germany, Spain, and Austria(Not so sure on the third one) were the three countries blocked with the EU IP Block.

If your friend can't login due to a block it should tell you that there is a local version for your location. What exactly occurs when your friend tries to login?
