Quest items

I have noticed that Quest items do always appear. Mainly the sign of trace i been stuck on now for a couple of days. Does the quest just stop and you just dont get the item at a certain point. I have tried to quit the quest and restart it but still no sign of trace.

They drop off of higher level mobs. like in Collapsed Prison.

Or you could simply buy one from a player vendor. I see them forsale cheap all the time.
