They add bonus damage to the mob the weapon is licensed for. it starts at 15% and goes up as it levels( Yes, they get their own exp). Until it tops out at 35% damage bonus.

Very useful on a lvl 15 Staff in my opinion. Ratman, Boar and Boogy is what i usually do. I get to 20 relatively quickly with good amount of materials dropped by these monsters...
