Problem when try to in

hi im kinda new in the game... (kinda coz i played this game like before half year or more..) i need help , when i start the short cut icon i start that and this do nothing.. like the pc load and later this do nothing... and when i look in the task something(ctrl+alt+del) i see that this is there when i run the icon and later this gone..? and i reset the pc some times and to reinstall and still dont work the same problem.. then someone can help me??
