I normally use Fiesta Wiki, there explanations on many things regarding Fiesta. Here is the link to your title guides;

Fiesta Citizen - Stay logged in 8 consecutive hours.

There are many other titles you can acquire. To change a title press C then click on Change and you should have a list of your titles.

Fiesta Citizen is a title you get in game for staying loged on for 8 hours. Think of it like achievements you get in-game....

FiestaGameTips.com has guide about titles as well as other things Fiesta related. And event to win SC items.

A fiesta citizen is just a guy or girl lookin to make ends meet in the heart of fiesta. Ex pimps can also be considered fiesta citizens, but must have left that lifestyle before becoming one.
