In Essene, go to Esper Park and talk to the Arena Master. You will need to pay an 800 kron fee to get into any of the listed arenas. Good luck!

pvp is a battle field, just battle anyone there

The free arena ('Normal Arena') is, like poochyena said, an open battlefield. Party and guild arenas are probably also open to all.

There's also a level-limited arena that you can enter based on a range of levels, though it seems really empty... >_>
